53 Congressional Districts: 45 Democrats | 7 Republicans | 1 Vacancy
As a result of California's top-two primary system, there are no Republicans on the ballot in CA-12, CA-18, CA-29, CA-34, CA-38, CA-44 and CA-53. The vacancy is in the San Diego-area CA-50, previously held by Republican Duncan Hunter. Hunter won reelection by about 3.5% while under indictment in 2018. He subsequently resigned. Darrell Issa, who previously represented neighboring CA-49, is attempting to return to Congress in this more GOP-friendly district.
Three races look highly competitive: CA-21 features a 2018 rematch between Rep. TJ Cox (D) and former Rep. David Valadao, who Cox defeated by 0.5%. Republican Mike Garcia won a special election in CA-25 in May, following the resignation of Democrat Katie Hill, who had flipped the district in 2018. He is opposed by Assemblywoman Christy Smith (D). Finally, in CA-48, Rep. Harley Rouda (D) won this traditionally GOP district in 2018. He faces Orange County Supervisor Michelle Steel (R).
More longshot GOP pick-up opportunities are CA-10, CA-39 and CA-45 which were all held by that party prior to the 2018 midterms. Democratic longshots include CA-1, CA-4, CA-22, CA-42 and the aforementioned CA-50.
